PUBLIC NOTICE Advertisement for Bids Bids will be received by the Office of the City Engineer of the City of Urbana, Ohio until 2:00 p.m. Eastern time, Tuesday, May 6, 2025 for the citys CHP-W. Court Bridge Replacement REBID (ODOT PID #115394) in accord with the bidding documents available for download at www.questcdn.com using the QuestCDN eBidDoc number #9637553 for this project. Bids will ONLY be received and accepted via the online electronic bid services through www.questcdn.com . The electronic bid opening will be held in the Training Room of the Urbana Municipal Building at 205 South Main Street, Urbana, OH 43078. This project will replace the existing structurally deficient concrete beam bridge located on West Court Street between North High Street and North Russell Street in the City of Urbana with a new precast, circular reinforced concrete pipe; surface restorations will be made within the project area and bridge approach, including sidewalk replacement, drive approach replacement, curb and gutter replacement, and pavement restoration. Construction can begin as early as June 30, 2025. The intention is for construction to be done in either the 2025 construction season or the 2026 construction season, under a 90 consecutive day closure of W. Court Street. The final project completion date is Friday, July 31, 2026. Engineers Estimate for PID #115394 (REBID): $781,998.80 Bids shall be submitted electronically with either a Bid Guaranty Bond issued in favor of the City of Urbana, Ohio and the Ohio Department of Transportation in the amount of 100% of the Bid amount or by a certified check, cashiers check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. The successful BIDDER will be required to furnish a satisfactory Performance Bond in favor of the City of Urbana, Ohio and the Ohio Department of Transportation in the amount of 100% of the Bid in accordance with Section 153.54 of the Ohio Revised Code. Furthermore, upon inspection and release of the performance bond, the awarded project contractor shall submit a maintenance bond in favor of the City of Urbana, Ohio and the Ohio Department of Transportation in the amount of 25% of the original bid amount. The maintenance bond shall remain in full force for 36 months from final project completion and payment. Bidders shall be Ohio Department of Transportation (ODOT) prequalified in order to submit a bid for this project. The prime contractor shall be (ODOT) prequalified in Work Types #8, #9, #19, #20, #35, #39, and #53. Prequalification status shall be in force at the time of bidding, the time of sale, the time of award, and through the life of the construction contract. Subcontractors shall also be prequalified with ODOT for the work type being performed. The prime contractor shall not perform less than 30 percent of the total original contract price. This project is being bid with a 7% Disadvantaged Business Enterprise (DBE) goal. All bidders are encouraged to review the list of DBE certified companies through the Ohio Unified Certification Program at https://www.dot.state.oh.us/Divisions/ODI/ SDBE/Pages/DBE-Directory.aspx. A company shall be certified as a DBE for the DBE goal at the time of bid opening and shall be prequalified to perform the proposed subcontracted work, including the requirement to perform a commercially useful function on the project. At the time of bid opening, the bidder shall submit a DBE utilization plan through the appropriate ODOT website provided for such purposes. Within five calendar days after the bid opening, the apparent low bidder shall affirm DBE participation by submitting a DBE Affirmation Form at the appropriate ODOT website provided for such purposes. The project is funded with Federal Highway Administration funds. Therefore, this project shall be a prevailing wage contract in accordance with Federal Labor Standards Provisions and Davis-Bacon Wage Laws. Attention of the bidder is called to the various insurance requirements and various equal opportunity provisions. The City of Urbana, Ohio in accordance with Title VI of the Civil Rights Act of 1964, hereby notifies all prospective bidders including disadvantage business enterprises that all bidders will be afforded full and fair opportunity to submit bids in response to any bid invitation issued by the city and that all bidders will not be discriminated against on the grounds of race, color, national origin, sex, age, disability, low-income status, or limited English proficiency in consideration for an award. No bids shall be withdrawn for a period of sixty (60) days after the opening thereof. The Owner reserves the right to reject any or all bids, waive irregularities in any Bid and to accept any Bid which is deemed by the Owner to be most favorable to the Owner. Tyler L.
