NOTICE TO CONTRACTORS Notice is hereby given that bids will be received by the office of the City of Bellefontaine Service-Safety Director, 135 N. Detroit St., Bellefontaine, Ohio 43311, Friday, September 11th, 2026 at 10:00 A. M., local time for the "Log Brown Avenue Sidewalk Improvements PID 121449, Project 2024-01M-Rebid." Bids must be submitted electronically via the Bid Express website. Bid packet materials may be viewed online for free at www.bidexpress.com . All bidders must register on the Bid Express website and create a digital ID. Registration and digital ID creation are free. It can take up to five business days to process your digital ID and it is highly recommended that a digital ID is enabled 48 hours in advance of submitting an electronic bid. Please plan accordingly. A fee will be incurred for those who wish to bid electronically on a pay-per-solicitation basis; alternatively, you may subscribe on a per month basis to have unlimited access to all bid express solicitations and email notifications. All questions concerning this project must be submitted through www.bidexpress.com ; phone calls will not be accepted. Responses will be posted on Bid Express as an addendum. Notice of published addenda will be posted on www.bidexpress.com . All bid documents (invitation for bid, specification, plans and future addenda) are available for review and download at www.bidexpress.com . Each proposal must be accompanied by bid guaranty in the form of a bid bond with an approved surety company as surety for the execution of the contract. The bid guaranty and contract bond shall be for the full amount of the bid proposal and in the form as contained in the bid documents. Alternately, a certified check, cashier's check or letter of credit pursuant to chapter 1305 of the revised code, in the amount of ten percent of the bid will be accepted as a bid guaranty. Each proposal must contain the full name and address of every person or company interested in the same. The contract bond shall list the City of Bellefontaine and the Ohio Department of Transportation as Obligees. Only Ohio Department of Transportation (ODOT) prequalified contractors are eligible to submit bids for this project. Prequalification status must be in force at the time of bid, at the time of award, and through the life of the construction contract . For work typed that ODOT does not prequalify, the City of Bellefontaine shall select a qualified contractor. Subcontractors are not subject to the prequalification requirement. The "Prime" contractor must perform no less than 30 percent of the total original contract price. The City of Bellefontaine hereby notifies all bidders that it affirmatively ensures that regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award. This project is being bid with a 5% Disadvantaged Business Enterprise (DBE) goal . All bidders are encouraged to review the list of DBE certified companies through the Ohio Unified Certification Program at https://www.transportation.ohio.gov/working/data-tools/resources/dbedirectory . A company shall be able to perform the proposed subcontracted work, including the requirement to perform a commercially useful function on the project. At the time of bid opening, the bidder shall submit a DBE utilization plan through the appropriate ODOT website provided for such purposes. Bids may be held for 60 days. The project is funded with Federal Highway Administration funds. Therefore, this project shall be a prevailing wage contract in accordance with Federal Labor Standards Provisions and Davis-Bacon Wage Laws. Attention of the bidder is called to the various insurance requirements and various Equal Opportunity provisions. The City reserves the right to reject any and all bids and to waive any irregularities. All bids will be considered based on lowest and best bid.
