NOTICE OF PUBLIC HEARING The Champaign County Board of Commissioners intends to apply to the Ohio Department of Development, Office of Community Infrastructure, under the Community Development Allocation Program, a federally funded program administered by the State. The Champaign County Board of Commissioners is eligible for $160,000.00 of Fiscal Year 2025 funding under the Allocation Program, provided the county meets applicable requirements. The Commissioners expect to set aside up to 17.5% or $28,000 of the funding for preparation of the grant application, administration, compliance with numerous regulations, and Fair Housing. Based on both citizens input and local officials assessment of the countys needs, the county is considering the following CDBG activity for Fiscal Year 2025: City of Urbana: Phase 3 Water Replacement Project Grimes Neighborhood. CDBG contribution of $132,000. The National Objective is to benefit Low/Moderate Income (LMI) Households. Champaign County intends to apply for a $500,000 Critical Infrastructure grant for the City of Urbana. The project entails the replacement of water mains, valves, hydrants, and water service lines in the Grimes subdivision. The Grimes subdivision includes Grimes Circle, Grimes Avenue, and connecting streets within the neighborhood. The project will construct new water service lines and install new fire hydrants within the subdivision, resulting in improved access to water infrastructure for residents. The service lines will be looped into a 12 main at Grimes Field, Urbana Municipal Airport, for redundancy and improved fire flow. The city will use $128,000 in PY 2025 CDBG Allocation funds and $2,500,600 in local funds for professional fees, curb and gutter repair, and street resurfacing in a comprehensive approach to improving neighborhood infrastructure. The Grimes subdivision is a subset of Census Tract 010400 Block Group 04, which is 56.5 percent low- and moderate-income (LMI) as determined by the American Community Survey and includes 184 residents. Champaign County will also apply for a $500,000 Critical Infrastructure grant for North Lewisburg Village. North Lewisburg experiences significant flooding due to undersized, old, and deteriorating storm drainage infrastructure. The project will construct 36 storm drainage lines on S. Sycamore Street to alleviate village-wide flooding. North Lewisburg will finance professional design costs estimated at $47,000. The village includes 1842 residents, 54.83 percent low- and moderate-income (LMI) as determined by an income survey conducted in March 2023. The project will serve the entire village and meet the LMI area- wide benefit national objective. The State of Ohio will announce awards in September 2025. If funded, the project must be completed by August 2027. The second of two public hearings will be held on Thursday, June 3, 2025, at 10:00 a.m. in the office of the Champaign County Board of Commissioners, 1512 South U.S. Highway 68, Suite A100, Urbana, Ohio, to provide citizens with an adequate opportunity to review and comment on the countys proposed CDBG applications, including proposed activities summarized above, before the county submits its application to the Ohio Department of Development.
